Concern is currently seeking an external consultant for an end-of-programme evaluation in Takhar Province, Afghanistan.

The programme, titled ‘Integrated Development, Environment and Sustainability (IDEAS), funded the European Union under Aidco Contract Ref. Food\2005\113-887, has been implemented by Concern Worldwide in partnership with Welthungerhilfe (WHH) and local government, since March 2006. The programme is implemented in 29 villages Districts: Farkhar and Worsaj districts of Takhar province.

Overall objective

The overall objective of the evaluation is to assess the degree to which the ‘Integrated Development, Environment and Sustainability (IDEAS)’ met the objectives as outlined in the programme proposal’s narrative. To logframe and to extract key lessons/recommendations to enhance the impact of future follow up consolidation phase by Concern.

Consultants/Firms that meet the requirements should submit expression of interest, which should include the following:

Cover letter including the consultant’s/firm’s suitability for the assignment and current contact information.
CV, including detailed work experience, education; Where more than one consultant will be involved, clearly indicate the overall lead consultant and responsible persons & include CVs

Deadline to submit the expression of interest is 26 June 2009.

Shortlisted consultants/firms will be requested to submit/present a full tender including a detailed evaluation workplan that will include description of evaluation methodology and further refinements and elaboration to the terms of reference. It will be approved by Concern, and will act as the agreement between parties as to how the evaluation will be conducted.
