
The programme therefore effectively links the lower tiers of government with communities and supports government to involve communities and the poor more effectively and simultaneously enables and empowers the poor to participate in local councils or local decision-making.
The programme has been chosen as a case study because it seeks to deal with issues of sustainable rural development in the context of decentralisation. There has been a noticeable trend in international development aid to promote good governance and decentralisation in many countries and this case study brings forth the reality of implementing such strategies at the local level. In particular the case study examines ways to ensure wider impact, long-term sustainability and replication of processes and structures.
