The Graduation Model pilot project was a component of Concern’s Integrated Poverty Reduction and Women’s Empowerment Programme (IPRWEP); implemented in Zambia’s Western Province since 2012.
This learning paper summarises the findings from an evaluation of the project undertaken in November 2015. It also concludes by setting out how graduation (as an approach) and the Graduation Model pilot project could support social protection policy and programming in Zambia and starts to address a number of questions that continue to arise in sectoral discussions. It uses both evidence from Concern's experience of graduation in Zambia's Western Province as well as relevant lessons from Concern Worldwide's other programmes in Burundi, Haiti and Rwanda. These questions are:
1. Cash transfers plus what? What is the optimum package of interventions to support graduation of the extreme poor in Zambia from extreme poverty?
2. How can the Case Management be made more financially sustainable for replication and scale up?
3. What enables households to graduate from extreme poverty?
This is a learning paper produced following the internal evaluation of the Graduation Model pilot project in Zambia undertaken in 2015. It is intended to complement the final evaluation report.
