The end of the Cold War, recent Ethno-Political conflicts, the growth of poverty, the increasing  number of refugees and internally displaced persons and the globalisation of the world economy have precipitated a great debate about the efficacy of Aid and the approach of the non-governmental organisations. The necessity for Concern to debate these issues and to try to chart a course for the organisation in the short to medium term required us to engage in corporate strategy formulation for the first time. 

In the past this is an activity which one associated solely with commercial undertakings but, while business values are not appropriate to the sector, business methods are.  We have a responsibility to our primary stakeholders (Poor People) and our secondary stakeholders (Donors) to be as effective and efficient as possible.  Hence the Strategic Plan.
