In 2011, the government initiated an ambitious country wide decentralisation plan for key ministries as a way of encouraging greater participation in the democratic process and a desire for greater transparency, accountability and wealth distribution. The lag period between emergency and new development donors coming on board has resulted in many funding gaps for key sectors. There is real concern that many of the public services gains made will be lost and sectors like Water, Sanitation and Hygiene (WASH) that made some progress, will be left even further behind. Some donors like ECHO and Irish Aid have recognised this issue and continue to invest in under developed sectors into 2012.
