Over the past 18 years, Rwanda has made impressive progress in a number of areas including real annual GDP growth of 8.6%; security and stability, and significant reform in the civil service. Extreme poverty decreased from 40% in 2000/01 to 35.8% in 2005/06 and to 24.1% in 2010/11. However, Rwanda remains at 166 out of 187 in the HDI. High population growth (3% per year) partly explains the sharp increase in the absolute number people living in poverty out of which 33% are food insecure. The prevalence of stunting, wasting and underweight among children 0-59 months is 44%, 3% and 11% respectively. The burden of disease for Rwanda is 75%; using the DALY indicator for communicable diseases, maternal and perinatal conditions, and nutritional deficiencies. Concern in Rwanda continues to foster strong relationships and engagement at local and national government. The operating environment in Rwanda remains conducive for programming. Stakeholders, particularly decentralised structures place greater emphasis on demonstrating results.
