Sierra Leone continues to progress slowly against development indicators, ranking 158/169 in the 2010 HDI; however, the actual change in HDI value gives a less optimistic picture, moving from 0.313 in 2009 to 0.317 in 2010, an improvement rate just under the Sub-Saharan Africa and global averages. Despite notable progress towards many MDGs, the country is not expected to attain the majority of them by 2015. Poverty is widespread and inequalities pervasive; gender discrimination poses a significant barrier to women and girls. The economy is improving but challenges persist, particularly inflation1 linked to high global food and fuel prices, which impact hardest on Concern’s target group. The Government is, however, committed to creating enabling environments for human and economic development and progress on PRSP II is picking up pace as the country enters the current strategy’s final year. National elections are scheduled for August 2012. The security situation is stable; although several West African countries are also holding elections in 2012 with potential for regional instability.
