Water, sanitation and hygiene consortium

19 February 2010

This evaluation was commissioned by Oxfam GB. It was undertaken two years into a five year programme; assessing progress and documenting learning. Written by Niall Roche.

Liberia is a country emerging from a long period of conflict where government systems are weak and the key indicators for water, sanitation and hygiene are very low. The programme is being implemented by five international NGOs, working with local partners, in nine of Liberia’s fifteen counties.

The programme aims to enhance government capacity, as well as providing water and sanitation at central and local level.  Advocacy and communications components regarding water, sanitation and hygiene are an important part of this programme.
